Perl programs do not have to be recomplied every time
they are called. Use mod_perl and your perl scrips will
be compiled only once, speed up of 20-30 times (depends
on application). Through into this persistent database
connection and you get a very well performing software.

In the latter case perfomance will depend on the
database because (mod)Perl scripts will just translate
requests and redirect them to the database which will
do all the dirty job.
