I don't know which ad networks are accepting new sites,
but here's an idea:
One thing you could try is to go to the following
sites, which have a pretty extensive list of ad
networks:

http://www.clickquick.com/mastercat.asp?m=1
You could try signing up for every one of them until
you get into enough of them to fill your inventory.
Filling out the application form doesn't cost you
anything (assuming you have the time), after all.
If you have someone who knows about banner design, you
can also try to make your own banners and promoting
affiliate programs with them. I have heard of
webmasters who get better CPM than from ad networks ($3
CPM versus $1 CPM) by doing this, using cj.com and
clickxchange.com. cj.com and clickxchange.com are
affiliate program networks, and if you sign up for
those you can easily sign up for any of the affiliate
programs hosted by them (and you're paid on one check,
I believe) so you can keep testing different programs
until you find the best ones for your site. A lot of
webmasters who hang around the forum "Making Money on
the Internet" at
http://www.geekvillage.com/ubb/Ultimate.cgi do this
with good results; you can try asking them for more
information about this if you want to try it.
