Ad software suggestion

Hi,

Can you suggest any good software for ad serving?

I need this functions:

- SSI includes into PHP code
- HTML, FLASH, text links - support over SSI
- good performance (about 15mil. Ads/month)
- minimal 12 virtual sites
- minimal 6 positions(pools) for each site
- database back end (Linux platform)
- good price (free or up to $1000)
- multilevel access (customer and admin)
- various Ad sizes
- open code (ready for translation -
  for Czech advertisers)

I am trying now AdCycle but it doesn't support HTML
banners. Can you suggest me anything?
