Snow, I'd suggest you point your audience to:

A - Double Click, 247Media and FlyCast for starters.
    They can target geographically
B - Yahoo. You can target based on geographic
    categories
C - Goto.com - target on geographic based key words
D - Local newspapers with Web sites....99% of the time
    I'd guess someone visiting localarizonanews.com is
    looking for local arizona news!
