Ezine advertising

Ezine advertising is supposed to be one of the best
ways to advertise, but I haven't had much luck so far.
I am simply trying to get new subscribers for my ezine,
nothing else.

For about $200 worth of ads, I got about 35
subscriptions, paying about $6/subscriber. There were 4
different ezines. I only used top or sponsor ads. All
four ezines had been around awhile and had a good
following. I'd been told that my ad was effective. Two
of them even ran my ad twice because of the awful
results. Still nothing.

Is this really the best(or one of the best ways) to
advertise? My budget is limited. Is it worthwhile to
ask for new biz opp ezine subscribers in another ezine?
