For my internal banners, the click-throughs are in the
1-3% range. They aren't usually so good for external
content.

I think relevance has more to do with CTR than anything
else. If the banner looks like it's promoting content
similar to what is on the page, people are more likely
to click on it.

I've seen some weird banners the last few months which
say absolutely nothing and which might have nothing.
I mean, there was one wholly black banner I saw. I
didn't click on it. I've seen a banner with a red
circle, a banner with a woman on it. What are these
banners supposed to be doing?

So, banner design is still a factor, too. But above
all I think relevance to the content on the page is
most important.
