In a word, yes - but I think there are things you can
do to make it less annoying.

1) Make it close on its own if it is not clicked on in
20 seconds. ICQ has one of these - bugs me but I
tolerate it because it goes away on its own.

2) Take the idea offered here by Michael Martinez -
throw in a coupon, discount, freebie or contest that
people will be receptive to, to sweeten the deal. They
are more likely to participate and less likely to be
annoyed if they "get" something out of it.

3) Set it up so they can "click here if you never want
to see our popups again" - selecting that sets a cookie
that ensures that they will not get it again. That
gives the viewer control, and there will be less
objections to that kind of cookie than one you set
automatically. I don't mind getting dinged *once* but
not over and over - especially if I have already filled
out the survey.

4) Put in a box for "comments" - 99% of the surveys I
have seen have been badly written - there is always
some option they have left out and that's frustrating
when you want to give honest feedback (Like leaving
"Be, Linux, Me" out of "What operating system do you
use?" for example).
