This seems like an unrealistic take on how
pay-for-placement is working, at least so far. Typically,
the paid listings are positioned separately from the rest
of the results. If you don't want to deal with the
paid listings, you simply scroll past them.

If this is what it takes to keep the search engines
going as businesses, so be it.
