I think (hope) what he meant is buying opt-in email
addresses through a network. For example, if you
sign up for one of the free webservices my network
provides, there are a few offers that users can opt-in
to. These are explicitly defined as one offer (ie: they
personally opt-in to a specific, well described newsletter
or service). It's a great, effective, and cheap way to
legitimately build a newsletter or user base -- opt-ins
cost anywhere from $.15 to $.50 versus traditional
banner or text ad costs which are much higher without
the guaranteed results.
