adsearches.com mentioned on a bulletin board (Geek
Village) that they have this program, but it's not
publically posted - e-mail them directly for more
information about it.
clickfinders.com has a pay-per-click 404 page
service. I used to use them until they terminated
me claiming fradulent clicks. I don't know what
happened.
You can also try to make your own search engine directory
page and put it as your 404 page. I heard people made a
lot of money with searchbucks.com links, but then
searchbucks changed their rules (it wasn't profitable for
them) and don't allow it anymore. Here's two programs
that you can still do this with, though:

With both programs, the signup process is automatic
so you can start creating links immediately. SearchReferral.com
pays 3 cents per search, or 50% of the profit for high bid terms.
AdSearches.com pays 2.5 to 12 cents per search depending
on your multix (multix depends on the quality of searches
you're sending them, i.e. the CTR on their end, and how much
your search terms are worth on GoTo.com).
To setup a search directory with either of these programs,
just get their text link code and put up various text links on a
page. Since you're paid per click, try to put up the most
interesting looking terms and look at other search directory
sites for ideas.
