Your ad rates are just fine aprox. $7.5 CPM works. Maybe
the wrong people have been approached. Make a list of all
the places your visitors might also visit (look at the campuses
proxy server logs) then contact those folks to mention how
many more people could be visiting their site by advertising
at your site. You might want to drop the top 10% of your list
because those already get traffic regularly from you, but do
note their competitors as well.

Concentrate about half your time on local companies and the
other half on national companies. Your local companies may
not be able to afford the rates, but would most benefit from
student traffic. National companies just want the visitors
because they can serve outside your region.

Another thought, maybe not enough people know about the
availability of your ad space. Spend a few days calling or
sending out postcards, it will generate enough response to
improve the income. However, you might want to check
with the school to see who they would like to have advertising
on their network (rules already established if you run print
advertisements).

I could go on for another twenty minutes, but here is enough
to at least get started.
