Is it possible or reasonable to compare CPM among different media?

Is it possible or reasonable to compare CPM among
different media? A common question while selling
online advertising is if one dollar invested in a full-page
ad in a Magazine or in a TV commercial equals one
dollar invested in an online banner. I've read several
articles about cost comparisons but any of them
clearly explain its underlying premises about
effectiveness. Has anyone explored about this?
