I've looked into this area a few years ago. On the web
you can do true VR using VRML which allows for immersive
worlds to be created and the file sizes are very small,
although you need a plugin to view them, see my website
for examples.
I have seen some VRML banner ads around, and I've done
one myself but so far I haven't had an order for this
banner type, VRML these days is not so popular, this is
partly due to the large plugin one needs to download
before they can be viewed, although some versions of
Netscape are enabled by default.
Any future VR banner ads or immersive worlds usefull
for advertisers will be implemented in Java3D, no need
for plugins. In VRML it's fairly easy for example to
make a virtual shopping mall where anyone can walk
through it and see products in a virtual store in 3D,
they can click on the item they want and complete the
purchase through the website.
