Engage has never offered different ad sizes. They said
they would begin offering larger sizes "when the market
recovers." There are as many different ways to interpret
that as there are ways to count ballots in Florida. Could
mean in a few months; could mean in a couple years. Could
mean when the market's ready for them; could mean only
when it's absolutely necessary. And then things like
"readiness" and "necessity" could all have different ways
of being defined.

If they're unable to move their current inventory (which
they obviously are), it's probably wisest to simply focus
on that before segmenting the inventory. Not doing it now
is also smart because there aren't nearly as many potential
buyers, though, then again, there aren't nearly as many
potential sellers (so then the question comes up: where
does this fall on the supply and demand scale?). It seems
most companies are taking a wait and see approach, in no
small part because this is a time for consolidation and
cuts, not expansion and newness. Hopefully, Engage will
jump on the large ad bandwagon later this year.

Engage has never really been a trailblazer in this respect,
so not having the larger ads is not really a surprise. I am,
however, surprised by the lack of popups they offer (and I'm
not talking about the "nonobtrusive" ones that are built into
the banner campaigns), since that's something most networks
are now offering.
