Forget Engage. They're a complete disaster, especially
when it comes to targeting ads. I used them at my site,
also very targeted, and they were able to turn my 3
million page views per month into $300 or less. I
tried to get them to help target, because all of the
revenues came from a related site (we place bids on
eBay; the revenues all came from clicks on a uBid.com
banner) but they couldn't. In fact a goodly portion of
the ads were public service, telling me they had trouble
selling ad space.

One thing I loved about Engage was exquisitely detailed
reports and a great website. As a banner ad broker, they
did everything great... except help me make money from
banner ads.

I think you'll find that the best approach is either to
charge for your site or to sell the ads directly yourself.
All successful ad-driven sites I know do the latter.
