If he's framing your site, that's the easiest to stop.
Here's the javascript to do so.

        <script language="JavaScript">
                function popout() {
                        if (window != top) {
                                top.location.href = location.href;
                        }
                }
        </script>

        put the popout() function in your <body> tag like so:

<body bgcolor="#ffffff" onload="popout(); preloadImages()">

When the page loads. It will pop out of its frame
making it the top page.
