CPC Network recommendation

I am in charge of publicizing a site where people can
rent a computer programmer via a reverse auction. It
seems that a CPC campaign would give me the best value
for my dollars (free branding, etc.).

Can anyone recommend a reliable CPC network that has
low ($200/month or less) minimums? I'm concerned
about fraud.
