Server side includes are nice, but the code is not
already in place, so I would have to revise tens of
thousands of pages of content to use them. And since
the content is not uniformly laid out, and cannot be
uniformly laid out, search-and-replace routines don't
work consistently. Believe me, I use them all the time.

As for simple databases, you don't understand what you
are proposing. I have tens of thousands of HTML pages.
They are there NOW. You don't just convert that kind
of content to "a simple database".
