If I were paying GoTo and not getting the info I
needed, I would bring that up with them.

I haven't used GoTo, but I did some work for another
webmaster, SEO for a site. When he was considering using
GoTo, I suggested he use a unique URL (not listed
anywhere else, not reachable by ANY other means) to
point the GoTo traffic at. It can have an immediate
URL-redirect, and point to the main website entrance
page. THEN your log files will show how many times
that unique URL was accessed, and by whom. So you
should be able to see what GoTo partner site hit that
particular page. And, from what I understand, will be
charged for the click.

From what I understand, yes.
