I am not involved with goto.com, but one possibility
might be they are counting the clicks based on the
"calls" a goto.com visitor's browser makes vs the actual
"completed downloads" of your page. Your logs might only
count the referral if the page loads and they may count
it even if the person bails out before your page loads.
Just a thought.
