Keyword ads geographic limit by country

Can anyone suggest a way to advertise by keyword (wine)
limit it to a single country. Also the same thing but
with a Japanese Double-byte keyword.

My goal is to target foreigners in Japan and Japanese
outside Japan. So far I am using google ad words and
test geobyte city ads. I am looking at either search
type text ads or banners, or anything else people could
suggest.
