What constitutes "pay for content"?

In recent weeks there has been an ongoing discussion
about paying for content. My question is, aren't we all
paying for content already? That is, by providing name,
company, address, and demographic information to websites
in exchange for content, aren't we already giving them
something of value for a lot less cost to them than
having to go out and purchase market studies?
