If a browser doesn't have the flash plug in installed
then the file doesn't got downloaded. One of two
things happen. If the flash ad is properly placed, the
user will get the dialog asking if he/she would like
to go to Flash.com and install the plug in. The second
thing that could happen is that the user will say no
and the ad won't get downloaded and the space will
show up as a broken image. Whether it gets counted
or not depends on the software your using to serve
the ads. If it doesn't get downloaded, the norm is
that it doesn't get counted.
