The concept of "licensing" was introduced as one possible
means of erecting "barriers to entry" to reduce the number
of competitors in the internet publishing segment you have
described.

Licensing, in the U.S at least, could not be enforced
as the Supreme Court has already ruled that having a
web site is protected free speech.

I see you agree that the number of sites would be
reduced.

I am not arguing the merit of licensing web site
operators. No argument can be created to justify
licensing other than to repress people or suppress
business competition.

Agreed!

Competition improves the overall quality of content
in an effort to attract eyeballs in any given segment
in many respects.

There is no doubt in my mind that were licensing of
web sites the rule, content would decline to the level
where it pleased those who license and regulate web
publishers, not the people seeking the content.
