UDDI is a web services framework initiated by Ariba,
IBM, and Microsoft. You register your business name
with the service, and your business information is
stored in an XML-based repository, much in the way
your business is added to the yellow pages. You don't
need to pay for this service. Just go to one of the
registry sites from either Ariba, Microsoft, or IBM
and you can do it yourself.

You need to register with IBM to use it.
Why would you want to? It's an abstract concept,
really, so I'll give a real world example. If your
business is registered with UDDI, and a client is
creating a new PO in Excel XP (yes, it has to be XP),
all of your business information will automatically
fill in through the use of the now rather infamous
"smart tag" technology.
An advertising world example:
A BMW Flash banner that displays all the BMW dealers in
a particular user's region. The Flash banner can display
this information by calling the UDDI registry, which does
sorts by region (if you want it to). I can think of a
million other uses for it, but I can't think of any
reasons to pay for it, since access to the registry is
free.
