Frequency of Search Engine Submissions

I was going through an article at ClickZ. Now, some
optimization experts say that one should keep
resubmitting the pages at a scheduled time, and others
say not to submit if the pages are already in the
database of the search engine/index.

I have re-designed my web site (the new version is not
uploaded yet), and I plan to resubmit it because I have
significantly changed the tags and the content. Should
I first remove the pages from yahoo! and other places?
Type "web designing and internet marketing" at Google
and my site comes up on the first page. Should I leave
it as it is or resubmit after uploading the new
version?
