ANSWER:
try Engage or Doubleclick, the respective media division.
Their software are able to do those sort of targeting u
require. These two networks have reach large enough to
deliver the 100K impressions/hr. (unless u choose an
obscure hr)

You can also try 24/7 or Advertising.com
