Ad Server Solutions for Affiliate Network

I am the president of Gorilla Nation, an online ad network
representing over 100 affiliate sites. We have been using
Cyberreps and L90 as our ad serving solution. The problem is
that L90 is not booking all of our inventory and when we
independently sell ads we either have to run it to affiliates
through a whole new tag generated by Cyberreps or pay L90 an arm
and a leg for serving fees. In this market with low CPM deals,
CPC and CPA deals, I can't afford to pay their ads serving fees,
so I forego the campaigns and leave money on the table.

I need to find another third party software solution.
One that allows me to:
1)cap frequency on CPC and CPM deals.
2) track clicks and calculate a CTR
3) book campaigns to the entire run of network, to specific site
channels (i.e., sports) or to specific sites
4) to adjust the priority of campaigns and optimize delivery
5) to accept ad code from other affiliate networks (like L90 or
24/7) so that I can use their campaigns to fill remnant inventory
unsold on our end internally.
6) preferably, a system that can handle rich-media (flash,
java-script)
7) handle script includes and redirects
8) preferably deliver pop-ups and unders
9) deliver all ad formats (468*60, buttons (all sizes)
towers/skyscrapers), etc.
10) provide an admin, advertiser and affiliate site log in and
web-based interface
11) generate reports
12 etc.

What do you suggest? What feedback do you have for me on Adcycle,
AdJuggler, CentralA, or others? Where can I find out more about
Open AdStream and Accipiter? I have a moderate budget. Can you
help?
