How do I source a reputable ad agency

I am seeking a reputable ad agency to sell advertising for
one of my websites.

The trouble is my website is just newly launched and only
gets 150,000 page views per month whereas the two I have
contacted will not consider anything getting less than
1,000,000 per month.

We are a Scottish-based company with 90,000 of our 1,200
registered members coming from within the British Isles.

I do not want to consider Cost Per Click revenue as I feel
that an advertiser will benefit whether there is a click
through or not.

Can anyone suggest a good agency?

In addition we do not at present have a commercial ad server
technology. What should I consider for this?
