If all 50k affiliates were working on promoting the programs
they were signed up to that would be an accurate statement.

However, I suspect that the largest portion of the
affiliates are somewhat like me, they are not actively
promoting and working on affiliate marketing or they put
banners and links up and expect miracles. That doesn't
mean affiliate marketing doesn't work, that means I'm not
working at it, yet.

The discussion might be more productive to examine what
contributes to successful affiliate programs for both the
merchant and the affiliates.
