Both methods are COOKIES based.
Its just in the first case cookie expires immediately
after browsing session (you close all browsing windows)
and in the second cookie expires after certain amount
of time.

In my experience session based cookie
is no good, especially for high value products.
I have seen 40-50% increase in trackable sales
by just changing cookie from session to 24 hours
expiration, and further 50-70% increase from changing
it to 30-45 days.

Realistically you can't expect anyone to buy
wide screen TV worth £2000 after a mere click.
