It's not usual (or legal, for that matter), but it's
very typical with Burst! Media. They did the same thing
to me -- plus were threatening not to pay for impressions
generated (completely legit -- they just decided they
didn't want my site in their network anymore).

We eventually agreed that I would get paid, I'd no longer
run their ads -- because I apparently violated a contract
they hadn't written yet.

I'd now be very weary of running Bust! Media ads --
ESPECIALLY if they're extending payment terms. I
remember ClearBlue Media did the same thing, and then
told publishers to either accept 20% [could be off a little
on that percentage] of what is owed or nothing (and sign
a contact forgiving them of the rest of the debt)...
