Creative melting pots

Does anyone know if there are any companies and/or gateway
sites, in the UK/US, that ask for creative and then pass
the creative to clients...like a creative ideas melting
pot? Clients are then able to get back many varied
solutions and Creatives are able to pitch their
services/thoughts to mainstream clients, perhaps for the
first time.
