Both. Everything, I mean everything should be based on ROI.
If you can't calculate ROI, then you probably should
not even be in business.

To put it simple: if you don't get your money back,
then you do not do business (unless you are into
IPO scums).

Personally I think that responsibility for
that should be on whoever PAYS money to know
what he/she is paying for, however if a website
is willing to give me additional information
that will help me to determine whether
I am actually having positive ROI, then I would appreciate
it and so will any reasonable person.

Yeah right, talk scum links and popups here, and you name it.
It can EASILY be fault of a website to deliver c**p traffic.
