Who are the Email list services that work for CPA, rather than upfront $

I have a need to do two quick email blasts to at
least 100,000 people that are targeted and opt-in
only for a cosmetics product that has already sold
1,200,000 on HSN. Client doesn't have capital to
fund the email campaign so has asked me to find
out who would email blast these 100,000 targeted
names for a 20% pay-per-sale relationship. Who
can any of you recommend, please flood me with
recommendations if you've got them. I'd love to
help them get it out to catch mid season of
holidays spending.
