I gotta ask. If this cosmetics product has already
sold 1,200,000 on HSN, why doesn't the
client have any capital to fund an e-mail campaign?

Anyway, list owners that rely on a CPA model tend to
exhaust their lists because they overmail to them in
order to hit their numbers. This is mostly a problem
for the list owner (not to mention the industry at
large, which is combating click-through and conversion
erosion as it is), but it could be detrimental to an
advertisers' brand, as well. Perhaps that's not an
issue in this case.

Advise your client to round up $5,000 and visit one of
the opt-in email or newsletter networks. Many are
offering holiday deals that add thousands of names for
free at that level.
