Affiliates for Service Providers

Are there affiliate programs for service providers too, or are
they for sellable items only. For instance, if I want to start an
affiliate program for my web designing services, how does an
affiliate feel confident that I'm actually charging the amount
I'm telling him/her that I'm charging, because they vary from
client to client and work to work? First of all, do affiliate
schemes for services exist and function? I'm genuinely interested
in starting one.
