Jeff, I agree with you. This method also displays the confidence
of the publisher in the content he/she has on the web site.

Plus, it increases the value of the visitor in the eyes of the
advertiser. But I also believe the more time the visitor spends
on the site (sequentially or randomly), the more the advertiser
should be charged.

Banners here should be consistent. If there is a rotation, then
there should be different banners from the same company - they
shouldn't rotate from one company to another.
