Web Portal builder solution

Hello,
Currently we are looking for a Web Portal builder solution.
The Builder should help us to create a Web Portal with a
content based on advertising and financial related information.
The Portal should have the ability to implement and administrate
different parts of content such as search engine, informational and
advertising blocks, publish articles and news "on a fly", grant
different levels of access.
The Builder has to be integrated with databases and allow us to
customize and develop our own modules and parts.
Could anyone share with us your own experience or ideas?
