Organizations touting "free on-line advertising"

I was wondering if anybody could give me an explaination
of all these organizations that contact me touting "free
on-line advertising".

These services promise to get your website in all the
major search engines free and additional search engines
for a "small fee".

Also I've been approached by organizations who routinely
say they can get my website listed in on a number of
on-line magazines "free" and then I'd only have to pay a
"small fee" to get on some others.

There are other offers but I've not gone for any of them.

Is there such thing as quality on-line advertising that
would be free?
