Do publishers and networks want money?

Hi all,

I'm soft-launching a new web site, and all I want
to do is buy a few trial adverts. And yet networks
and sites don't want my money. Here are some of
the ways they turn down money:-

* Networks that announce countless sites, but when
  you find the suitable section, there's only ONE.

* Can't run rich media ads. (Come on they've been
  around long enough.)

* Require a minimum spend in excess of $10. (That's
  enough for an initial test, more money would be
  dependent on the results.)

* Networks that will run rich media, but want to put
  boring banners on the sites that aren't rich media
  compatible. (If a site won't run my advert that's
  fine, but don't force me to run an advert I don't
  want.)

* Seem to only want to deal with big business. (Since
  95+% of all businesses are small this seems a mistake,
  and not all parts of a large business have huge
  budgets either.)

* Demand too high a CPM. (If they feel the site is
  worth it, why not offer an introductory discount?)

Ironically our site provides a way for almost anyone to
produce their own powerful ads, which in the long run
would help push up ad rates.

Personally I feel these attitudes are not helping the
current situation. Maybe I'm just being awkward but
consider this:-

I was recently contacted by Yellow Pages (UK) and offered
an advert for the coming edition. They would give me:
introductory discounts, discounts for increasing advert
size, wide range of advert formats, ability to split
payment into 10 installments (starting after edition
released). And it's from a "known name". Their Internet
division contacted me and told me how many searches were
performed covering [a business section] in my area in one
month. Before trying to persuade me to advertise. (Yes I
know YP isn't an ad. network, but the comparison is
interesting).

So are on-line networks/sites that good? Or in fact better
to counter the "unknown name" factor? I don't think so.
But feel free to correct me if I'm missing something.

( BTW If anyone has an appropriate site that I can run
DHTML ads, please let me know off list. But check above
points for what not to do first :-)
