Turn it into an MLM (Network Marketing) program.

Sign up 5,000 "Distributors" to sign up more
Distributors - who are all supposed to Sell to
advertisers.

Of course, Distributors are only interested in signing
up other Distributors cause that where they make the
really big bucks.

Right now several Flash Email Broadcasting services
have gone MLM, and a friend of mine is with one and
is making mad cash...signing up Distributors :). Some
day they will actually sign up an advertiser to
actually use the service. Someday.
