The file should be under 15 K and flash should not cost
you anymore than static banners to run. To design flash
banners the cost ranges from $200 to $2000 dollars
depending on the content.

There are also new mediums being used in banners. I can
send you a sample of a "video banner" where video plays
within the banner using ClipStream.com technologies. I
thought it was pretty original. Most banner displaying
firms require that video and audio in Flash has a click
or an "action" to play so as not to impose on the site
visitor. (Double Click strongly enforces this policy
along with "3 rotations" for animated gifs. From this it
has become a standard in most networks.) On Occasion you
can find individual sites that are not that strict.
