If a fixed price is implemented, online ad networks
and adservers will loose on this.

This fixed price actually would translate into higher
CPM rates. Online Ad networks would have to provide
specific targeting.

The problem is that Impressions in the whole industry
would decrease. Selection would drive down many
high quality but low traffic publishers.

What's the solution?

Well if an advertiser identifies a specific publisher,
then a contract can be signed. But I think that still
would incrase the CPM rate. Advertising Networks and
Publishers would like that, but Agencies will not.

Just my opinion. Any comments ?
