On the dial-up issue, it's not always a matter of the
bandwidth occupied by HTML mail. Many HTML mail items
use "web bugs" for tracking and, therefore, trigger a
dial-up connection when the user simply reads the
message or views it in the preview pane. Imagine what
happens in households that have only one phone line.
If one person is talking on the phone and another,
reading mail offline, hits a message with a web bug,
both people are probably going to get pretty annoyed.

Other issue to consider in designing HTML ads is that
scripts have become a no-no. They won't work at all if
 the recipient has a relatively recent version of
Microsoft Outlook or Outlook Express, and I wouldn't
be surprised to see other emailer programs follow suit
in tightening security against viruses in HTML messages.
