This isn't entirely correct. IE out of the box will
block cookies coming from a website that does not have
a P3P policy, and in some cases off-site cookies.
This means if you're visiting my site,
http://www.amusive.com/, it would not let sites like
Doubleclick set cookies. They haven't singled
out or blocked Doubleclick specifically, however.
However, since most ads these days can be delivered
with iframes and javascript, it makes it pretty easy
to still track as effectively without cookies.
This does have an effect on more than just ad serving,
some websites depend on offsite cookies to track user p
references, shopping carts, and even affiliate sales.
