Both is not quite true, as far as I know. It depends on
what you intend to track by DART. Impressions and clicks
don't need cookies to be reported. But as soon as you
want post-click/post-impressions behaviour in your
reports you have to rely on cookies. So if you advertise
a site that wants to obtain and track more than just
traffic (=clicks), it is essential DART can keep setting
cookies. Otherwise there will be major problems for online
retailers, who want to figure out, what banner on what
site generates the most conversions.

To me it looks like this is going to be a BIG issue.
