If you click then you go to the adserver site, it's no longer a
thrid party cookie. so the ad server can gather information on
clicks, but not on non-clicks.
The server can still get an ip address and the time of day,
combined with the site you are visiting. An ip is not unique or
individual, but it can be close.

This is going to push things even more towards CPA instead of
CPM. Advertisers will have nothing to go on but results.
