I believe it arises from an over-zealous use of
Cascading Style Sheets (CSS) and the fascination
with design over usability. Some designers use
CSS to fix the font on the pages. In some ways,
it is neater and more professional.

But it prevents the end user from being able to use
the Text Size option in their browser choose the
font that best suits them. On most of the sites I
designed, I usually allow my visitors to choose
their own text size using their browser.

Even on a site with CSS, I use at least a font size
of 10. The menu and other portions of the site can
use CSS but the main content or article area
should be without CSS.
