Targeting for a children's portal

Does anyone know of any firms that have extensive
experience or specialize in targeting parents with
children between the ages of 4 and 10? It is a
membership based website for games, learning tools,
secure email (children can only send email to
"friends" there parents have designated or have
been added...this stops spam and or harrasment.)

Also, targeting of children between the ages of 4-10.
I undersatnd that CPM on games sites are relatively
useless from my experience and most advertising in
this sector would need to be on a CPA basis. Email
lists etc., have been challenging to come by.

Sharing of any experiences you may have had in this
sector would be much appreciated.
